It is anticipated that the new licensing framework for the approval of managers will be implemented during 2011.
The new framework will introduce two approval categories for managers:
- An unrestricted approval which will be required for managers at commercial licence types such as hotel, tavern, liquor store, hotel restricted, restaurant, nightclub, special facility, wholesaler, producer and small bar licences. A prospective unrestricted manager must successfully complete the Course in Liquor Licensing in order to obtain this approval. This course covers matters relevant to the management of licensed premises and the manager’s obligations and responsibilities, as well as responsible service of alcohol; and
- A restricted approval which will be required for managers at club and club restricted licences (where the sale/supply of liquor is ancillary to the objectives of the club) or an occasional licence. A prospective restricted manager must have successfully completed the nationally accredited Responsible Service of Alcohol course to obtain this approval.
What does this mean for existing managers?
The table below shows the relevant category of manager’s approval which will be required for each licence type.

Under the new licensing framework, if a manager has only completed the nationally accredited Responsible Service of Alcohol course, they will be approved as a Restricted Manager which will only allow them to be employed as a manager at either a club or club restricted licence.
If a manager is currently employed as an approved manager at a hotel, tavern, liquor store, hotel restricted, restaurant, nightclub, special facility, wholesaler, producer or small bar licence and they have only completed the nationally accredited Responsible Service of Alcohol course, they will need to complete the Course in Liquor Licensing before 30 April 2011 if they wish to be approved as an Unrestricted Manager under the new system. If they do not complete this training and advise us accordingly, they can still be employed at these licence types, but the licensee will not be able to employ them as a manager.
Prior to the implementation of the new system, each manager will be provided with a login to our website where they will be able to update their information and confirm what level of training they have undertaken so that the licensing authority is able to issue each manager with the correct approval.
